The good news is that I'm pretty sure the question has been asked and I recall reading an interesting article/blog about it. Tl;Dr it was a multitude of reasons, chiefly amongst them was that pickpocketing has been labeled as a bigger crime (can't recall the exact word but it was brought up from a misdemeanor to something else I think), also, the punishments have been much more stringent and harsh. That in turn led to the community of pickpocketers dissolving over time, because it's more of an art form of a crime, where you have to be subtle and you kind of need an older pickpocketer to mentor you. Most of them have else went off the streets or into prisons.

watched fallout tv show. lots of things done right: the satirical tone of fallout is there, theres fighting, fan service, croporate drama, visuals are great. the show made the lore more interesting than "the chinese dropped the bombs and now everything is sand"
i feel the brotherhood is a lot dumber (or more satirical?) than i remember from the games? the show also feels like a spin on westworld series by the same director: the ghoul guy is basically man-in-black, vault-tec is like delos and theyre also doing sci-fi experiments in their sandboxes. i hope nolan doesnt screw up season 2+ of fallout like he did with westworld (that show also started off strong)
