My opinion, as a person that has tried for a few days to reproduce this effect and failed, is that it was made frame by frame, at least most of it.
Some of it might've been done in a regular video editor and then reedited in ffmpeg, but otherwise it's mostly ffmpeg doing the work.
Or there's some very very heavy arcane ffmpeg sorcery involved that is beyond my capabilities.

For this kind of rotation? Fat chance. Well you could maybe do it frame by frame but it would take ages to write a script like that probably. And then you have to also know how to stitch it together while preserving transparency which I got also not much idea how it could be done.

this is just a video with alpha channel and a canvas bigger than the video itself, you can do the smooth movements with almost any video editing software. You can do them with ffmpeg too but it requires MATH and it's a hassle.

One thing that's been messing with me lately is the election. Not any of the details of it, but the fact that I can very distinctly remember the last one, 5 years ago, and I remember thinking at the time how long 5 years is, and how my life would be so different that far in the future. And now that time has come, and that still feels like yesterday.
I feel very suddenly that I have allowed my life to pass me by, and that it is vanishing in the blink of an eye. I keep seeing and hearing things that remind me of how much time has passed since I reached my current stage in life. Whether its how x movie came out 10 years ago or what have you. I am very conscious all of a sudden that I exist concurrently in the mind of my future self, old and haggard and as spiritually empty as I am sure be, just as my past self exists to me.
